This thing is not quality,Now is not working the power supply keeps making nose

I've just recoeve my power supply plugged it in and it is working perfectly just one concer it is making a very loud noise I assume it is the fan but spund is really loud. I would just like to know if it suppose sound like tjat since my previous one did not make a sound kind regards

It's been the worse online experience,then the process and return,when I asked for replacement give me the run around,we alot of nonsense process and refund with contacting me
